***This RFP solicitation INCLUDES a minimum Disabled Veteran Business Enterprise (DVBE) participation requirement. Failure to fulfill mandatory DVBE requirements will render bids non-responsive and will result in bid rejection. This means proposers must be a certified DVBE or be a prime non-DVBE proposer who shall subcontract out at least 3% to a DVBE to participate in this RFP solicitation.*** The State of California seeks a qualified proposer with strong project management skills and extensive knowledge of reaching targeted audiences through various communications channels, who will assist in the design, development and implementation of targeted outreach efforts and provide marketing and communications support through market research and audience development, strategic planning and campaign development, digital and social media planning and buying, creative development and community engagement. The goals of this project are to: 1. Create a brand identity for the new Neighbor-to-Neighbor program. 2. Develop a branding campaign that motivates Californians to a) get to know their neighbors, b) create a neighborhood engagement plan, and 3) take climate action, individually or by participating in community activities throughout the state.
