This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is a 100% small business set-aside. The North American Industry Classification System code is 333313 with a size standard of 1000 employees. The contractor shall provide all personnel, equipment, tools materials, and other items and services necessary to support the requirement as outlined in the attached RFQ. DFAR CLAUSE 252.212-7001, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS applies to this acquisition, specifically the following cited clauses: 252.232-7003, 252.247.7023 Alt III. DFAR CLAUSE 252.232-7010, LEVIES ON CONTRACT PAYMENTS (DEC 2006). To be eligible for an award, all contractors must be registered in the Central Contractor Registration (CCR). Potential offerors are responsible for acknowledging all amendments to this combined synopsis/solicitation. ADDENDUM TO 52.212-1, INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS (JAN 2005) Paragraph (c) is amended to read: "Period for acceptance of offers." The offeror agrees to hold the prices in its offer for 60 calendar days from the date specified for receipt of offers, unless another period is specified in an addendum to the solicitation. Paragraph (e), Multiple offers, is hereby deleted from this solicitation. Paragraph (h), Multiple awards, is hereby deleted from this solicitation. Add paragraph (m), Preparation of Quotations. 1. Your attention is directed to the following instructions establishing the acceptable minimum requirements for the format and content of quotes. 2. Quotes are due by 4:00 P.M. on 17 September 2008. Quotes can be delivered via email at [email protected]. The RFQ responses must be signed by an official authorized to bind your organization. It is the responsibility of each offeror to confirm receipt of their respective quotations. 3. The offeror shall acknowledge and return all amendment(s). 4. It is understood that your RFQ responses shall become part of the official contract file. 5. This RFQ does not commit the Government to pay any cost for preparation and submission of your quotation. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed acquisition. 6. Any resultant contract shall include all applicable clauses to the type of contract awarded. Any additional clauses required by public law, executive order, or acquisition regulations, in effect at the time of execution of the proposed contract, will be included. 7. All questions/inquiries concerning the RFQ must be submitted in writing by close of business on 15 Sep 2008 to [email protected]. It is each offeror’s responsibility to confirm receipt of questions/inquiries. The Government's response to the inquiries will be made in writing and posted to www.FBO.gov.
