Enclosed is a Request for Quotation for Travel Management Services for U.S. Embassy in Singapore. If you would like to submit a quote, follow the instructions in Section 3 of the RFQ, and submit it to the address shown in Standard Form 1449 that follows this letter.
The Embassy will conduct a pre-quotation conference on Wednesday, January 22, 2020 at 1030 hours Singapore time, and all prospective quoters are invited to attend. Companies wishing to attend the pre-quotation conference must email the name of the company, name(s) of attendees, and I/C or passport numbers to Meena Palanisamy at [email protected] by January 17, 2020, 1630 hours Singapore time. Attendance is limited to three (3) persons per company. Parking is not available at the Embassy.
Your quote must be submitted in a sealed envelope marked "Quotation for Travel Management Services” to:

no later than 1630 hours. Singapore time, Monday, February 10, 2020. No quotation will be accepted after this time. Electronic submissions will not be accepted.
In order for a quote to be considered, you must also complete and submit the following:
1. SF-1449 (Blocks 12, 17, 19-24 and 30 appropriately filled out)
2. Section 1, The Schedule
3. Section 5, Representations and Certifications;
4. Additional information as required in Section 3.

All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

1. Quoters are urged to submit written questions before January 16, 2020 prior to the scheduled pre-quotation conference date. Questions shall be addressed to the attention of the Contracting Officer by email to [email protected]; by fax to (65) 6476-9342; or by letter to the address above and Meena Palanisamy at [email protected].
2. Attendees may also bring written questions to the pre-quotation conference.
3. Statements made by the Government at the pre-quotation conference shall not be considered to be a change to the solicitation unless a written amendment is issued.
4. As soon as possible after the pre-quotation conference, all questions and answers will be posted on the FedBizOpps website under the “Other” category.
5. The validity of the quote is 90 days from the close date of the RFQ.
6. Submissions by fax or e-mail will NOT be accepted. Offers shall be mailed or hand delivered to the address indicated at Block 9 of page 1 (SF 1449). Hand-carried submissions will be received and time-stamped at the Embassy before 4:30 p.m. each day prior to the due date and time set forth in Block 8.
