This is a combined synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with Immix Technology, under the authority of FAR Parts 8, 12, & 13, and FAR 6.302-1. This contractor is a required source for this requirement under the Enterprise Software Initiative (ESI) via Army CHESS contract #DABL01-03-A-1006. The requirement is for three (qty 3) one-year subscription licenses of Rhapsody Developer for C/C++/Java and Tools & Utilities addon software. This software is required by the Identification Systems Division to support the AN/UPX-34A(V) Ships Advanced Radar Target Identification System (SARTIS). Market research did indicate other sources capable of meeting this requirement; however, DoD agencies are required to contract with Immix Technology for this software.

Offerors must be registered in the System for Award Management (SAM) formerly Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM/.

This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00 PM EST 3 September 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. Facsimile proposals are acceptable.
