U.S. Army Garrison - Rock Island Arsenal has a requirement to operate, maintain and repair heating, ventilating, air conditioning, steam boilers and steam distribution (140# psig and below) including condensate return, hot water boilers and hot water distribution and chillers, associated chiller equipment and chilled water distribution systems for approximately 100 buildings on Rock Island Arsenal (RIA). The Contractor shall include, but not be limited to, providing all labor, equipment, and materials to perform operations, predictive maintenance, preventative maintenance, repairs, alterations, and minor construction to these systems. The Contractor shall conduct all seasonal change-over maintenance from heating to cooling season and the reverse. The Contractor shall use only qualified personnel to conduct the required tasks on this Contract. The Contractor shall perform all tasks IAW the Contract Specifications, manufacturer's recommendations, ASHRAE, ARI, ASME, NEBB, RIA Master Specifications, RIA Installation Design Guide, industry standards and the latest federal, state, and city codes or as directed by the Contracting Officer's Representative. The Contractor shall provide an exceptional level of customer service since the requirement is vital to the success of the installation workforce. The Contract shall provide a Quality Control Program (QCP) to assure customer satisfaction, quality of work, response time, and completion time. The QCP shall also ensure that building space temperature during duty hours and non-duty hours are within contracted parameters, that job costs are accurate and reasonable, and that energy conservation is managed. The Contractor shall provide for appropriate responses to Demand Maintenance Orders (DMOs), minor repair or construction requests < $2500, and Individual Job Orders (IJOs), major repair or construction requests > $2501 and < $150,000, from the Public Works Reception Desk.
The solicitation is expected to be issued as a Lowest Price Technically Acceptable procurement to include technical requirements that must be met in order to be considered in the price comparison. The resulting contract is expected to be firm fixed price, base plus four option years, estimated 01 Dec 2018 - 30 Nov 2023. Interested parties should submit their information to the Interested Vendors list no later than 3:00 Central Standard Time on 04 Jan 2018. Information should include previous recent and relevant project details providing services the same or similar to each of those listed above, the number of buildings serviced simultaneously for a customer, the dollar amounts of those services, dates, and organizations that work was provided to, your business cage code, and your business size status.
