This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; “quotations” are being requested, and a written solicitation document will not be issued.

This solicitation is a "request for quotations (RFQ)." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number/Effective Date: 2020-07/08-31-2020.

The NOAA Office of Law Enforcement, Pacific Islands Division (PID) requires a Rigid Hull Inflatable Boat (RHIB) with a Length Overall (LOA) of 9.5 Meters that will be utilized in open waters to enhance our team’s interdiction and enforcement assignments. The requirement includes an appropriately load-rated trailer, and “turn-key-ready” delivery to PID in Honolulu, Hawaii.  Please note: any vendor who proposes a boat with a Deep V hull design will not be considered for award.  See specifications in the attached solicitation document for further details.
