Incisive RWG, Inc. SS-OFR-16-0044

The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC) intends to make award to Incisive RWG, Inc., 55 Broad Street, 22nd Floor, New York, NY, 10004-2511, on a sole source basis, under authority of FAR 6.302-1, for journals published on the online portal Risk.net. Incisive RWG, Inc. is the only provider of Risk.net publications that include the following:

The Risk.net provider (Incisive Media) provides a comprehensive suite of portal accessed online journals. These journals and archives titled Risk.net Premium provide in depth coverage of risk management in the financial markets and are recognized as industry standard references in finance, academia, and the financial regulatory community; including the U.S. Commodity Futures Trading Commission. Risk.net Premium includes the journal content as well as archived journal and risk.net material for the last 10 years. There is not another publication available providing the same level of depth, coverage, and timeliness; specifically on the issues of credit risk, market risk, and operational risk within the financial marketplace. Content within Risk.net journals is proprietary and copyrighted intellectual property; therefore not available through any source other than the publisher. Part of OFR's mandate is to promote best practices in risk management. OFR has entered in to an MOU (Memorandum of Understanding) to support the CFTC's work with the swap data repositories (SDRs) to harmonize data reporting and improve data quality, data standards and over-the-counter derivative product taxonomies. The CFTC uses the Risk.net publication as a source of information for research and general oversight responsibilities. OFR's relationship with SEC and CFTC and the continued cross agency collaboration in the areas of risk management and derivatives data standards is a driving force as to why the Risk.net suite of journals is the only provider that meets OFR's requirement. Access to Risk.net through Incisive Media is required and mission critical to support this interagency initiative with CFTC. Access to Risk.net is also imperative to OFR in order to support the OFR's broader mandate of promoting best practices in risk management and OFR's ability to produce financial research publications and various markets monitors.
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Fiscal Service will consider written responses received no later than 7:00 a.m. May 10, 2016. Responses must be submitted electronically to: [email protected]. referencing SS# Incisive RWG, Inc. SS-OFR-16-0044, Attn. MWomack/MForbes.

Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested database. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Incisive RWG, Inc.

Qualified contractors must provide the following:

1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.

2. Whether your services are available through a Government contract vehicle or Open Market.

3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.

4. DUNS Number.

The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.

Microsoft Office compatible documents are acceptable.

No other information regarding this Special Notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
