The Federal Emergency Management Agency (FEMA) is planning to issue a Sole Source Contract to Rockwell Collins for five (5) High Frequency Radios for the Mobile Emergency Response Support (MERS) detachments. The radios will augment and be interoperable with the current radios that are utilized by MERS and FEMA.  The radios contained proprietary software and market research shows that no other product is interoperable with the Rockwell Collins Radios that are being ordered.
