This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to provide continual engineering support to the SOF/PR and Rotary Wing Program Office for executing CBM+ and leveraging the HUMS for fleet management. The Program Office manages or will manage the fleets of HH-60G, HH-60W, MH-139A, TH-1H, and UH-1N weapon systems. The level of security clearance in this requirement has not been determined. The effort will concentrate on CBM+ and HUMS analyses pertaining to continuing efforts outlined in Tasks IV and V of MIL-STD-1530D Change 1 (ASIP).

These programs require that the Contractor possesses detailed and extensive technical expertise in all of the following:
- Rotorcraft dynamic components on the HH-60G and HH-60W, or the HH-60G and UH-60M (from which the HH-60W is derived).
- Past experience with HUMS data analysis the HH-60G and UH-60M (from which the HH-60W is derived) or HH-60W
- Development of a rotary wing CBM+ program
- Integrated Vehicle Health Management System Subject Matter Expert (IVHMS SME)
- Past experience with the Multi-signal Processing Unit (MSPU) system, which is used on the UH-1N HUMS prototype.
- Past experience developing and sustaining Individual Aircraft Tracking (IAT), including rotorcraft dynamic component tracking per MIL-STD-1530 or rotorcraft tracking system per MIL-STD-3063.

Condition Based Maintenance Plus (CBM+): The Contractor shall execute the CBM+ program for the HH-60G, HH-60W, MH-139A, TH-1H, and UH-1N Integrity Programs per the Master Plans that identify the tasks and processes needed to sustain the specified integrity (e.g., performance, reliability, safety and supportability of the avionics systems) under specified operational environments throughout the remainder of its operational service life per MIL-STD-1530D and MIL-STD-1798C. Additionally, the Contractor shall host working–level meetings to review data and implement solutions to achieve the performance objectives.
Health and Usage Monitoring System (HUMS) Support: The Contractor shall provide SME support to the United States Air Force Special Operations Forces/Personnel Recovery (USAF SOF/PR) and Rotary Wing Program Office. This support includes, but is not limited to, HUMS data review, assessments of helicopter health, engineering support, software tools for data analysis, gross weight estimation and regime recognition, technical support services, and informational materials supporting use of HUMS and associated Ground Station Systems (GSS).
