Description: MCIPAC Marine Corps Regional Contracting Office intends to solicit and negotiate a sole-source, firm-fixed price (FFP), commercial item purchase order modification with General Dynamics Information Technology: 3211 Jermantown Road, Fairfax VA, 22030-2844. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Part 13.106(b)(1), Soliciting from a Single Source. Only one responsible source and no other supplies or services will satisfy agency requirements.

This requirement is for the following services:
a) Routine and emergency remote technical assistance and return & replacement of components for the Tellabs Dense Wave Division Multiplexing (DWDM), Gigabit Passive Optical Network (GPON) hardware and related equipment. This equipment was installed at USMC locations throughout Okinawa, Japan. The period of performance needed for these services is from 30 August 2014 to 09 December 2014.

b) This will be a modification to an existing contract for the same/similar services.
This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice.

Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services and related products sought, to include pricing data and technical data sufficient enough to determine that a comparable source for the supply/service required by the Government is available.

The Government will consider all EOIs received 3 days after the date of publication of this notice before 1200 PST on that date. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Submitters bear the burden of ensuring that the EOI reaches the designated contracting office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.

This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.501. The anticipated award date is on or after 29 Aug 2014.
