This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulations (FAR) Part 6, and the authority for this non-competitive award is 6.302-The exception to full and open competition for this procurement is identified in Federal Acquisition Regulations (FAR) 6.302-1 ‘Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. OPM intends to issue a request for proposal (24361819Q0025) in support of a procurement of postage funding for one (1) Pitney Bowes mail metering machine currently under contract. This procurement will result in the issuance of single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to Pitney Bowes, with whom OPM has leased the postal meter machine. A resulting contract and task order will be awarded no later than 15 April 2019. This contract will have a base award period of one (1) year with two (2) one year option periods.
THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No competitive solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received and/or unique circumstances is at the sole discretion of the Government. All interested parties must express their interest and capabilities to fulfill this requirement in writing via e-mail to Barbara Hansen, [email protected] within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. System for Award Management (SAM) registration is required of all OPM contractors prior to execution of award. DESCRIPTION OF THIS REQUIREMENT BELOW: The Office of Personnel Management Retirement Services located in Boyers, PA leases and operates one (1) Pitney Bowes mail metering machine. This procurement is intended to procure postage required to be made available in a reserve account with Pitney Bowes for the purpose of acquiring postage from the United State Postal Service (USPS). The reserve funds are used to apply postage funding to all outgoing USPS mail processed with the mail meter located in Boyers, PA. A new competitive lease contract for the postage meter equipment is anticipated to be complete no later than December 2019 and the newly awarded competitive contract will include a funding CLIN, on which future postage funding will be provided to the lessor of the postage meter.
