The Massachusets National Guard issues this synopsis of intent to award a sole source contract to a HUBZone Vendor for the rubble pile reset at Camp Edwards, MA in accordance with FAR 19.1306.  Based on recent market research, there is not a reasonable expectation that the MANG will receive offers from two or more HUBZone small business concerns that can meet the statement of work.  Additionally the requirement will be under the SAT.  For the purposes of this synopsis, the North American Industry Classification System (NAICS) code is 561320 with a size standard of $27.5M.

This is not a Request for Proposal (RFP), Request for Quotes (RFQ) or Invitation for Bid (IFB). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this notice. The US Government will NOT be responsible for any costs incurred by interested parties in responding to this notice.

(16) Description - The Contract Manager shall reset the SCVS to create a realistic and challenging training environment so the Search and Extraction (S&E) teams can gain valuable experience and expertise working in a simulated "real world" natural disaster or a domestic terrorism event. The contractor will ensure the SCVS is reset prior to the start of the exercise. This may require the contractor to perform a site visit to identify and plan for the necessary materials required for a complete SCVS reset. The contractor shall provide heavy equipment, labor and construction material required to reset the SCVS.
