The 355th Contracting Squadron intends to award a sole source contract to General Dynamics, C4 Systems, Integrated Switching Systems, 7090 Columbia Gateway Drive, Suite 150, Columbia, MD 21046 for product line and life cycle management activities for the Distributed Scalable AccessNet (DSAN). This procurement is being issued under NAICS code 334220 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

The justification permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." General Dynamics is the designer, developer, original equipment manufacturer (OEM) and sole producer of the DSAN system.

This notice of intent is not a request for competitive proposals. No RFP is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement to Ms. Nonya Trower at [email protected] and the Contracting Officer 2Lt Justin Roberts at [email protected] . Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The 355th Contracting Office will not reimburse for any costs connected with providing the capability information.
