The Naval Surface Warfare Center, Panama City Division, Panama City, FL (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to VTI Instruments Corporation, 2031 Main St, Irvine, CA, 92614-6509 for two (2) Rugged Embedded Computer Unit, part number VPU2-D-1837, VPU-2000 system. This purchase is unsuitable for full and open competition for the following reasons. The equipment in the subject requisition will be used to evaluate the suitability and feasibility of replacing the current LCAC C4N equipment with a small form factor modular open architecture (Ethernet) based C4N system with equal performance characteristics and greater supportability. After testing and trade studies it was determined that VTI is one of the few vendors that can provide a unit that meets all the salient characteristics at a competitive price point. The units from the other vendors, Vision4ce and Technology Advancement Group (TAG), were separately procured for assessment.
Anticipated award date will be on or about March 24 2014. Delivery will be free on board (FOB) destination to the Receiving Office, NSWC PCD, 110 Vernon Ave, Panama City, FL 32407-7001. NAICS Code 334515 applies. SBA Size Standard is 500 employees. FSC is 7020.
