The Government intends to conduct an economic feasibility study for utilities privatization to determine whether it is economically feasible to negotiate and award contracts to privatize the electric, natural gas, water, and wastewater utility distribution systems at Malmstrom AFB, Montana, which would include granting access and transferring ownership to these systems. If the study results in favorable economic determinations, contracts will be awarded for up to fifty years. Contracts will be for the operation and maintenance (O&M) of these utility distribution systems. Access will be granted through execution of Right of Ways, and transfers of title will occur through the execution of Bills of Sale. The O&M contracts will be governed by the Federal Acquisition Regulations. The transfers of property and grants of access are authorized by 10 U.S.C. 2688. The electric, natural gas, water and wastewater utility distribution systems at Malmstrom support a base population of approximately 10,000. Malmstrom is comprised of approximately 4,041 acres, and 1,146 buildings consisting of 4.4 million square feet. The successful offeror or offerors will be required to comply with all service distribution requirements outlined in the solicitation, to obtain all applicable permits, licenses and certifications necessary for performance, to possess the financial resources necessary to provide operation and maintenance of the utility distribution system or systems, and to possess the financial resources required for capital improvements.
