This solicitation is being issued on an unrestricted basis, inviting full and open competition. The project title is REFUSE COLLECTION & RECYCLING, NAS PENSACOLA, FL, REGION, AND NAS WHITING FIELD, MILTON, FL. The work incudes performance-based collection and recycling from commercial and residential buildings. The entire solicitation will be available for viewing and downloading from the Internet around 17 Jun 05. The Internet address is http://www.esol.navfac.navy.mil. Prospective offerors are encouraged to register themselves on the website. The official planholders list will be maintained and can be printed from the website. Amendments will be posted on the website for downloading. This will normally be the only method of distributing amendments; therefore, it is the offerors' responsibility to check the website periodically for any amendments to this solicitation. All inquiries and questions pertaining to the solicitation must be submitted in writing to: Contracting Officer, ROICC Pensacola, 7151 USS Wasp Street, NAS Whiting Field, Milton, FL 32570 or electronically to [email protected]. To obtain a copy of the solicitation, you must register on the website and download the information. No paper copies will be issued. This solicitation is formatted as a Request for Proposal in accordance with the requirements designated by FAR 15 for a negotiated procurement. The award of this procurement will be accomplished using the Source Selection procedures that result in the Best Value to the Government, price and technical factors considered. The Government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. Proposers will be evaluated on Technical Factors as follows: Factor A, Past Performance Information; Factor B, Corporate Experience; Factor C, Management, Factor D, Technical Approach/Methods; and Factor E, Small Business Subcontracting Plan. Proposers are advised that it is definitely possible that an award may be made without discussions or any contact concerning the proposals received. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. Offerors should not assume they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Firms submitting technical and price proposals will not be compensated for expenses incurred preparing proposals. The NAICS Code for this solicitation is 562219. The size amount is $10,500,000.00. This solicitation requires a bid acceptance period of 90 days from date bids are due. A subcontracting plan will be required to be submitted prior to award.
