NASA/GSFC has a requirement for the continued lease of two Zayo, provided, managed and maintained pairs of SMF-28 optical fiber between University of Maryland College Park (UMCP), College Park, MD and Goddard Space Flight Center (GSFC), Greenbelt, MD. These fibers are used to carry high bandwidth Internet-style data communications in multiplexed channels between UMCP and GSFC as part of GSFC's High End Computer Network Project's participation in the Mid-Atlantic Crossroads (MAX)region-wide network and several nation-wide network.

NASA/GSFC intends to purchase the items from Zayo, Inc pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Zayo Inc is the primary supplier for the fiber in the required path between UMCP and GSFC.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on April 3, 2014. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
