There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to "The Nature Conservancy (TNC)" of Honolulu HI for runway and biosecurity upkeep at Palmyra Atoll NWR. By memorandum of agreement, TNC provides general support services to the Service to maintain facilities at Palmyra Atoll as the Service owns and manages the rest of the islands within the atoll and does not own or operate the field station located on Cooper Island. The Service intends to award Sole Source to "The Nature Conservancy (TNC)" of Honolulu HI. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
