Army Contracting Command-New Jersey is issuing this Request for
Information (RFI)/Sources Sought in an effort to perform market research to assist in
determining the acquisition strategy for refuse collection and recycling
services to be performed at KEENE USARC 682 MAIN STREET KEENE NH 03431-4045. This is planned as a 1-year base period and four 1-year option periods. Target start date is 15 Aug 14. This RFI is to identify potential contractors for this requirement.
Contractor shall provide all transportation, fuel, personnel, equipment, tools,
materials, supervision, and other items and services necessary to perform
refuse and recycling services at the location listed above and in strict
accordance with the final Performance Work Statement. Pricing shall be inclusive of all
fuel surcharges and any other fees or charges. The required services are provided in the attached
DRAFT Performance Work Statement/DRAFT line item structure.
This RFI is for planning purposes only. No solicitation document exists at this
time. Issuance of this notice does not constitute any obligation on the part of
the Government to procure these items or to issue a solicitation. In addition,
the Government is under no obligation to pay for information submitted in
response to this RFI and responses to this notice cannot be accepted as
offers. Any information that the vendor considers proprietary should be clearly
marked as such.
Responses to this RFI should not exceed three (3) pages. The designated NAICS Code is 562111 with a small business size standard of $35.5M. Please include any
additional terms and/or conditions that might be included in a contract
between commercial entities which may differ or not be included in the

KEENE NH004 REFUSE SERVICES KEENE USARC 682 MAIN STREET KEENE NH 03431-4045 FFP CONTRACT MANPOWER REPORTING The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address htt ps://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officers, Contract Officer#s Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including contractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection costs; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform work (specified by zip code in the United States and nearest city, country, when in an overseas location, using the standardized nomenclature provided on the website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (per country). As part of this submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the file on the website. The XML direct transfer is a format for transferring file from a contractor#s system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. Note: information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
