The Federal Bureau of Prisons, Federal Correctional Institution (FCI), Danbury, intends to award a sole source procurement to Connecticut Light & Power (CL&P), a subsidiary of Northeast Utilities (NU), for primarily the suppling [under supplier of last resort] electrical power along with the Transportation and Distribution services in the estimated amount of $2,100,000.00 for a possible ten (10) year period subject to funds availability (FAR Clause 52.232-18).
The requirements will be awarded yearly in accordance with the policies and procedures as set forth in 41 U.S.C. 253 (c)(1) and FAR, sub 6.302-1(b)(3) and subject to termination clauses
As outlined in the Connecticut General Statuses, Title 16, Public Service Companies, Public Acts 98-28, 03-135 and Bill No. 7501, all as amended, the Connecticut Department of Public Utility Control (DPUC) regulates the supply and delivery of electric power through protected franchise territories at regulated rates. Connecticut Light & Power is the only Connecticut-authorized provider of electrical transportation and distribution service and supplier of last resort within the franchise territory [LDC] of Danbury which includes FCI/FPC Danbury.
