NOTICE OF INTENT TO AWARD SOLE SOURCE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under FAR 6.302-1, 10 USC 3204(a)(1).
SAF/FMB has identified a need to award a sole source, 5-year fixed price contract to CACI Inc Federal (CAGE 1QU78), for an estimate of $55M. The Office of the Assistant Secretary of the Air Force, Financial Management Budget Operations (SAF/FMB) and the Office of the Assistant Secretary of the Army Financial Management & Comptroller (ASA -FM&C) has the responsibility to provide information technology (IT) maintenance and support services for their existing financial information systems, namely, the Automated Schedule and Reporting System (ASARS); the Exhibit Automation System (AS); the Planning, Programming, Budget, and Execution (PPBE) Portal; and the Data Analysis Reporting Tool (DART). The SAF/FMB FISMSS team continues to require support as follows: tools to assist the Government with a myriad of analytical reports that allow budget analysts to identify program trends and discrepancies; Required maintenance via web portals and access via the Internet; A system with current, prior, and budget year data, pricing and costing components; Enhancements to the budget formulation and J-Book output system; Commensurate training for the Army, Air Force, and their Reserve and Guard personnel (Military, Civilian and Contractor) to effectively use the system. These services directly support the USAF and Army in achieving Planning, Programming, Budgeting and Execution (PPBE) in support of the DOD FMR, 31 USC and OMB Circulars. CACI is the sole-developer and owner of the source code utilized to maintain all the systems support for this program. These systems support the Air Force's and Army's programming and budget processes - specifically, the Operation and Maintenance (O&M) and Overseas Contingency Operations (OCO) appropriations with an emphasis on preparation and publication of strictly formatted budget justification books and briefings using a highly specialized technology ecosystems developed through the course of the previous contract performance.
It is critical for the Department of the Air Force’s FMB FISMSS maintain continued critical services with no gap in service. For this reason, schedule is considered a material element of utmost importance in this acquisition. Award to any vendor other than the current contractor would result in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements.
This is not a request for competitive quotes. The Government intends to solicit and negotiate directly with CACI Inc. Federal under statutory authority 10 USC 3204(a)(1) as set forth in FAR 6.302-1. Any interested firms must identify their interest and capability to respond to the requirement no later than the date below. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Your response must include your Technical Knowledge of and experience having provided support similar to SAF/FMB FISMSS and tasks listed above and information to demonstrate the Contractor’s ability to commence full performance by 22 Oct 2024.
