The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with SANS Institute located at 8120 Woodmont Avenue, Bethesda, Maryland 20814 for the acquisition of technical and network training to include Intrusion Prevention, Security, Penetration Testing, and Mobile Device Security that will assist the DEA. SANS institute offers certification programs for each instruction given that is internationally recognized and accredited. These certifications must be maintained annually by both student and organization. SANS also offers live hands on learning environments that offer students the opportunity to test newly acquired skills. SANS also offers online instructor led courses and labs to acquire new skills, gain certifiable knowledge, and lab environments for several months to practice newly acquired skills. SANS courses for DEA will be taught in the Washington DC and Northern Virginia area.
In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. In accordance with FAR 6.302-1(c) the justification is attached with this notice. The acquisition will be conducted through the FAR Part 13 "Simplified Acquisition Procedures." The North American Industry Classification System (NAICS) Code for this requirement is 611310, Colleges, Universities and Professional Schools. The business size standard is 27.5M dollars. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available.
