This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Marshals Service, Tactical Operations Division, Special Operations Group will award a Firm Fixed Price type contract for the items as described below. Solicitation SOG-13-0004 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) code for this project is 315990, and Standard Industrial Classification (SIC) code is 2389. The Size Standard for this NAICS is 500 employees. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to deliver the following items:

Award shall be based on ALL OR NONE and Best Value to the Government. No substitutes will be accepted; New equipment ONLY, no remanufactured, refurbished, or gray-market products. Delivery must be made on or before December 31, 2013. No multiple awards will result from this solicitation. The Government reserves the right to award or not award based on this solicitation at any time after the closing of this solicitation.

All bids must be valid for 30 days from the closing date for this solicitation. All bid prices must include shipping FOB Destination: 1401 F. Street, Pineville, LA 71360. No partial shipments are permitted, unless otherwise specified by the Contracting Officer at time of award.

The Special Operations Group Unit has tested and evaluated the Strandhogg Sapi Cut Plate Carrier. The Strandhogg Sapi Cut Plate Carrier was specifically designed, tested, evaluated and issued by and to numerous US Military Special Operations Units. Strandhogg Sapi Cut Plate Carrier does not have the standard hook & loop Velcro system that adds weight and bulk; is noisy and wears out quickly; and retains water, mud and snow. The common release mechanisms found in most releasable vests typically utilize a variety of cables, routed through a complex maze of channels that when assembled correctly, are clumsy, heavy, awkward and difficult to reassemble. The Special Operations Group unit has several Strandhogg Sapi Cut Plate Carriers in inventory. To promote standardization and familiarization in the unit, SOG has determined the standard issue for duty uniform for rural operation missions will be Strandhogg Sapi Cut Plate Carrier.
