This is a notice of intent to award a sole source contract to Techno-Sciences LLC (TSi). The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO), Search and Rescue Satellite-Aided Tracking (SARSAT) Program has a requirement for continued operations and maintenance and associated engineering support for existing Medium Earth Orbit Local User Terminals (MEOLUT) in Hawaii and Florida, refurbishment of the existing MEOLUTs in Florida, and a new Phased Array Antenna in Florida.
A sole source justification is being prepared in accordance with FAR Subpart 6.302-1, 41 U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to the proprietary nature of TSi’s MEOLUTs. The contract will have a base period of performance of six (6) months with four (4) one-year options and the Government anticipates award in October 2021. This notice is not a request for competitive quotes or proposals. However, vendors that have questions regarding the sole source nature of this requirement or vendors that believe they can fully provide the required services may submit written documentation to the Contracting Officer and Contract Specialist listed below within ten (10) calendar days of this notice. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.
