The U.S. Army Corps of Engineers, Portland District intends to award a firm-fixed-price contract to Sutron Corporation, 22400 Davis Dr, Sterling, Virginia 20164-7127. The purpose of this acquisition is to procure the Sutron brand Satlink 3 Logger/Transmitter with Iridium card SL3-1-IR-D and associated peripheral accessories. This equipment will be utilized to collect and transmit hydrologic information at various monitoring sites within the U.S. Army Corps of Engineers, Portland District. The Sutron SatLink Logger/Transmitter SL3-1-IR-D contains the GOES and Iridium transmission methods required to meeting the needs of the Portland District. Sutron is the manufacturer of the Satlink3 logger/transmitter SL3-1-IR-D.
The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) - Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold.

The Government intends to proceed with this single source action. The NAICS code is 334519 - Other Measuring and Controlling Device Manufacturing. The size standard as defined by the U.S. Small Business Administration is 500 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they are an authorized distributor for the Sutron SatLink Logger/Transmitter SL3-1-IR-D, or distributer of a product that is equivalent to the SL3-1-1R-D (product required to have GOES and Iridium transmission methods). If no affirmative written responses are received by 14:00 PM Pacific Time on 07 September 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
