Small Business Administration, Denver, Colorado, intends to award a non-competitive, sole source follow-on contract with NewWorldApps, Inc. for the continuation of the SBA hosting sites for SBA's Office of Communications and Public Liaison, providing physical infrastructure (hardware), operating system and software servers, in addition to professional services, for one year. SBA's investment to date cannot be recovered within this one year time frame of this sole source order if it were to be competed competively; it has been determined that more than five years would be required to recover these investment costs. The knowledge NewWorldApps, Inc. possesses cannot be replicated without a substantial duplication of cost and effort, one which will result in delays and potential service interruptions, which will adversely impact the delivery of both products and services to SBA and its customers. This procurement is authorized in accordance with 41 USC 253(c)(1), and is for services for which the government intends to solicit and negotiate with one responsible source under the authority of FAR 6.303-2(b)(12).
