Summary The City of Santa Monica’s Water Resources Division (referred to hereafter as “the City”) is inviting proposals from qualified persons or firms to assist the Water Resources Division to improve its stewardship of the City’s drinking water, wastewater, and recycled water infrastructure through on-call professional services for Supervisory Control and Data Acquisition (SCADA) systems integration and support for a term of five (5) years. The City is seeking proposals from qualified persons or firms to review and update the 2019 SCADA Master Plan, for implementing upgrades/enhancements to the water and wastewater SCADA system, and to provide on-call integrator services for the SCADA system based on the needs of the City. This includes, but is not limited to, defining subtasks to the main tasks defined in this RFP, as well as identifying dependencies, resource needs, internal and external responsibilities, and cost per task to support the SCADA Master Plan development and execution. Additional tasks may be defined, if deemed necessary. The City reserves the right to select one or more proposers for any tasks included in this Scope of Work. The objective of this project is to identify necessary improvements of the SCADA system, deliver cost estimates associated with these improvements, and provide integration services, procurement, training, and documentation. Responses to this RFP shall detail the proposer’s qualifications, work plan, schedule, value-added additions, pricing, and any additional recommendations. 1.2. Background The City owns and operates drinking water, wastewater, and recycled water facilities including groundwater production and injection wells, water treatment facilities, stormwater and water recycling facilities, water storage reservoirs, pump stations, and flow control and monitoring stations. Each of these facilities include automated equipment and programmable logic controllers (PLC) and/or other industrial control system (ICS) devices. These systems communicate with local server infrastructure, where installed for operational redundancies, and the central servers located at City Hall. The City maintains a virtual cluster of servers through a virtual machine located at the City Hall’s server room to perform application server and process historian tasks. City Hall infrastructure is the primary access point for SCADA client access both at local sites and when network connectivity is normal. This is also where the process historian server and database reside, in addition to the primary open platform communications (OPC) server for PLC and other ICS device connectivity. The following sections describe the City’s facilities and communications infrastructure at each: Arcadia Water Treatment Plant The Arcadia Water Treatment Plant (Arcadia WTP) is the City’s primary potable water treatment facility, comprised of greensand pressure filtration, reverse osmosis (RO), and various chemical dosing treatment techniques for treating up to 10 million gallons per day (mgd) local groundwater to potable drinking water standards. The facility also includes a five (5) million-gallon potable water Arcadia Reservoir. The Arcadia WTP currently receives pretreated groundwater from the Charnock Water Treatment Plant (Charnock WTP) located off site. The facility is currently being expanded to increase treatment capacity to up to 13 mgd. The expansion project will also install the Olympic Advanced Water Treatment Facility co-located at the Arcadia WTP, which will utilize ultraviolet advanced oxidation process (UV AOP) and granular activated carbon (GAC) to pretreat up to three million gallons per day of raw groundwater from the Olympic Well Field consisting of three (3) raw water wells. The Arcadia WTP is expected to be completed Spring 2024. The facility also contains automated valves and booster pump equipment for primary control of water distribution throughout the City’s potable water network. As the City’s main potable water treatment facility, this site has local server infrastructure (in addition to PLC and standard ICS infrastructure) so City personnel can continue to run the facility locally in the event of a communication loss with the central servers at City Hall. Charnock Water Treatment Plant The Charnock Water Treatment Plant is part of the City’s potable water treatment process, equipped with pressure filtration, GAC, and chemical dosing equipment. A sizeable portion of the City’s local groundwater comes from the Charnock Well Field, which consists of five (5) raw water wells. This water, once pretreated, is pushed by booster pumps to the Arcadia WTP, where it combines with other raw water sources for primary treatment. Charnock runs a “lite/edge” server infrastructure to provide City personnel with the ability to run the facility locally in the event of a communication loss with central servers at City Hall. Moss Avenue Pump Station The Moss Avenue Pump Station (MAPS) is the City’s main wastewater pumping station with a maximum capacity of 25 mgd located next to the Santa Monica Pier. The MAPS pumps wastewater from the City into the Coastal Interceptor that ultimately ends up for final treatment and disposal at the City of Los Angeles’s Hyperion Water Reclamation Plant. Similar to the Arcadia WTP, this site has local server infrastructure (in addition to PLC and standard ICS infrastructure) so City personnel can continue to run the facility locally in the event of a communication loss with the central servers at City Hall. Santa Monica Urban Runoff Recycling Facility The Santa Monica Urban Runoff Recycling Facility (SMURRF) can treat a blend of captured stormwater, urban runoff and brackish groundwater blending sources from the Pico-Kenter Stormwater Pump Station and Clean Beaches Stormwater Harvesting Tank and Brackish Water Pump Station, both located off-site. The SMURRF has been upgraded to produce up to 0.5 mgd of Title 22 diluent water for non-potable applications and for groundwater augmentation through direct injection. A pump station consisting of three (3) pumps distributes diluent water from the SMURRF to the City’s recycled water distribution system. SMURRF is located in immediate proximity to MAPS, and shares the same server infrastructure for local control in the event of a communication loss with central servers at City Hall. Sustainable Water Infrastructure Project, Stormwater Harvesting Tank, and Lift Stations The Sustainable Water Infrastructure Project (SWIP) consists of an advanced water treatment facility (AWTF) that is able to produce 1.0 mgd of advanced treated recycled water for non-potable applications and for groundwater augmentation through direct injection to supplement local groundwater supplies. The AWTF receives raw wastewater from a lift station located in Ocean Avenue and stormwater from the adjacent 1.5-million-gallon stormwater tank that captures dry- and wet- weather urban runoff. When available, captured stormwater from the tank will be treated at the AWTF up to a 70/30 (wastewater/stormwater) percentage blend. Treatment at the AWTF includes fine screen headworks, membrane bioreactors (MBR), cartridge filtration, RO, ultraviolet light advanced oxidation process (UV AOP), chlorine disinfection, and odor control. A pump station consisting of three (3) pumps distributes advanced treated recycled water from the SWIP AWTF to the recycled water distribution system. This site contains its own local server infrastructure for completely stand-alone control. It is the only site that does not communicate with servers at City Hall for its primary SCADA monitoring and control application (although remote access is made available via virtual private network (VPN) connectivity through City Hall). The facility is currently operated and maintained by an outside contract operations group and not by City personnel. Remote Facilities In addition to the previously mentioned facilities, the City maintains several pump stations, wells, reservoirs, valve control stations, and flow monitoring stations throughout its water distribution and wastewater collections network. These facilities each include PLC and automated equipment, and communicate with one or more of the previously mentioned primary facilities for monitoring and control: Riviera Reservoir Mt. Olivette Reservoir San Vicente Pump Station and Reservoir Wilshire Wastewater Pump Station and Diversion Structure Montana Wastewater Pump Station and Diversion Structure Pico Kenter Stormwater Pump Station Clean Beaches Stormwater Harvesting Tank and Brackish Water Pump Station Four groundwater production wells One groundwater recharge well Three pressure relief valve stations (no PLC) Two wastewater flow monitoring sites In 2019, the City completed a potable water and wastewater SCADA system assessment and master plan (2019 SCADA Master Plan). The purpose of the master plan was to assess the current state of the SCADA system on a site-by-site basis and identify recommended improvements of the SCADA system. A majority of the recommended improvements have since been incorporated or substantially completed, for example, migrating from legacy WonderWare Intouch to Inductive Automation Ignition SCADA software, and WonderWare Historian to Canary Labs Historian. The 2019 SCADA Master Plan table of contents and introduction are attached to this RFP as Attachment A, describing the document.
