The U.S. Department of Energy (DOE), Office of Carbon Management Technologies, Fossil Energy (FE-22) plans to issue a purchase order to Stanford Center for Carbon Storage (SCCS) for a one-year membership. 
 
The SCCS is a University and Industrial consortium which addresses key issues and challenges associated with carbon capture and storage (CCS) and of concern to the industrial and other government members, provides a forum for expert review of key technical challenges, and provides third party assessment to promote the adoption of CCS.

Given the current emphasis of the US DOE Carbon Management Program on the deployment of CCS, this membership will allow DOE access to unique information that will support ongoing effort to build the tools, systems studies, and further the dialogue on credible technology pathways for CCS. SCCS has established key relationships with major industrial stakeholders and the U.S. Geological Survey whom are all actively participating.

The Government intends to award a sole source purchase order to Stanford Center for Carbon Storage with a base period of performance of June 1, 2022 through May 31, 2023 and 2 1-year option periods.

The award will be issued via other than full and open competition, only one responsible source and no other supplies and services will satisfy agency requirements. 

This is a NOTICE OF INTENT; no solicitation is available for this requirement.  If a firm believes DOE should not pursue this sole source procurement with the Stanford Center for Carbon Storage, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 15 days from posting date via e-mail to [email protected].  The written response must include a general statement for services indicated in this announcement and past performance client information for a similar product.

A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future.
