The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) seeks a consultant to provide a transportation and land use-focused scenario planning software tool and technical scenario planning expertise in support of the Interagency Climate Change Scenario Planning Pilot Project. The consultant will support specific aspects of this project such as providing an overview and performance indicators for a scenario planning process, develop baseline and preliminary scenarios, prepare for scenario planning workshops, participate in Scenario Planning Workshop I, participate in Scenario Planning Workshop II, finalize the preferred scenario and report and provide progress reporting. The study area for this project is Cape Cod, Massachusetts. This proposed action will be issued as a competitive Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures (SAP), Federal Acquisition Regulation Part 13. A detailed statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about August 27, 2010. The applicable North American Industry Classification System (NAICS) code for this requirement is 541611 and the small business size standard is $6.5M. Telephone calls made in place of the required documentation will not be accepted. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line provisions within the Representations and Certifications at https://orca.bpn.gov. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
