(2) Subject. Schenck JCC Waste & Recycle Multi-Year

(3) Description. The USDA FS Job Corps has a requirement for trash collection and recycling services at the Schenck Job Corps Center located in the Pisgah National Forest.

(4) Synopsis Period. 31 March 2020 through 15 April 2020

(8) Set-aside Status. Not Applicable.  This is an unrestricted solicitation.

(9) Proposed Solicitation Number. 1282A720R0004

(10) Proposed Solicitation Period. The solicitation period is anticipated from 03 April 2020 through 01 May 2020.  All solicitation documents will be posted to SAM Beta Contract Opportunities under the solicitation number at item 9.   

(11) Site Visit. See item 12. 

(12) Pre-proposal Conference. A pre-proposal meeting is not currently anticipated.  All contractors desiring a site visit may access the facility via coordinated visits requested through the center contact 48 hours in advance of the anticipated intent to visit date.  Reference Section E.1.6 of the solicitation terms.

(14) Place of Contract Performance. The work is located at the Schenck Job Corps Center at 98 Schenck Dr., Pisgah Forest, NC 28768 off of Highway 276 in the Pisgah National Forest. Transylvania County.

(15) Contract Type: The Government anticipates awarding a Firm Fixed Price (FFP), Single Award, Multi-Year contract for this project.

(16) Contract Award Period of Performance. The period of performance for this contract includes a base period, 1 August 2020 through 31 July 2021, and will include 4 optional years that may be exercised at the discretion of the Government.  Option years are 1 August through 31 July, with the last optional year end date being 31 July 2025.

(17) Contract Award Date. On or about 15 May 2020.

(18) Contract Award Dollar Amount. The Government anticipates that the range price of this contract will be:

Between $100,000.00 and $250,000.00.  This magnitude considers the following: Base + Option. 

(19) Contractor. TBD following evaluation of competitive proposals.  One (1) contractor will be selected for award of this multi-year contract. 

The awarded Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award. Reference E.1.3.1(5) on options for fulling proposal requirements with or without an Active SAM Account.

(20) Additional Information.

(20.i)  Cutoff for Questions and Answers.  The cutoff for questions pertaining to this solicitation is Wednesday, 29 April 2020 NLT 1300 ET.  Questions must be submitted via email to [email protected] and [email protected].  Do not make assumptions.  It is better to ask and know than guess what the Government’s intent is for any given subject area.  All inquiries should include the solicitation number in the subject of the email.
