The proprietary, copyrighted, peer reviewed, scholarly e-Journals on issues critical to OFR and FSOC research are published by Elsevier which is their only distributor. The research conducted is advanced financial and econometric research related to near term and intermediate economic outcomes and their policy ramifications. Researchers using their expertise have determined that the listed journals are those critical in scope, content and emphasis for their current areas of research. The content of the journals are not offered for sale by any other vendor either in print or as online editions. The databases have unique search functionality and proprietary content not available from other vendors. Therefore, the required research journal references are available only from one applicable source from which the journals can be obtained directly.
No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received by May 19, 2014 @ 2 pm. Responses must be supported with clear and convincing evidence to clearly be able to provided the research outlined above. A request for documentation or further information will not be considered as an affirmative response. If no responses are received to the effect comparable journals are available, and that is more advantageous to the Government than obtaining access to this research through a sole-source contract, then a sole source award will be made.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
