The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for pre-paid subscriptions to ScienceDirect ArticleChoice. The services are available from Elsevier Science Journals. The NAICS code is 511120 and the business size is 1,000 employees.

The proposed purchase order is being solicited on a sole-source basis to Elsevier Science Journals. The proposed action is for the procurement of online access to the ScienceDirect ArticleChoice through Elsevier Science Journals for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Elsevier Science is the only publisher and vendor of Elsevier Science journals. ScienceDirect is heavily utilized at NSWCCD as a publishing source by scientists and engineers to get the latest information on research and engineering through journals and publications. The NSWCCD intends to award a firm fixed-price purchase order to Elsevier Science Journals using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 25 May 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 05/25/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
