Outer vest will be capable of carrying the soft armor inserts from item 1 (concealable Inner vest) of this requirement. Outer vest shall include MOLLE Gear capability on both front and back aspects for attaching MOLLE type accessories as well as ID tag attachment points. Carrier equipped with removable ballistic shoulder/collar assembly, removable retractable ballistic nape detector, removable groin protector, cummerbund soft armor inserts, ballistic shoulder pad inserts, hard armor shoulder plates (HASP), exterior accessible front and rear hard armor plate pockets, 3D spacer mesh lining, bottom loading front and rear rifle plate pockets, and advanced shoulder pads (ASP). Pouches (need to be 5x5 in size) included (black) must have Velcro, work with Molle system, able to fit M4 and 9mm magazine, hold gloves, and fit standard handcuffs.
