This is a Sources Sought Notice and is for Market Research Purposes ONLY. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills, interest, and capability to perform the work as described below. The proposed project will be performed at EPA’s Research and Administration Facility in Research Triangle Park (RTP), North Carolina. The proposed project is for the design and installation of a one story 800 – 1,000 square foot modular Secure Compartmented Information Facility (SCIF) certified to ICD/ICS 705 standards. The scope of work includes design, fabrication, consulting services for equipment, installation, and certification of the modular prefabricated SCIF per requirements provided by the Agency. The modular unit shall be located within an existing building as a standalone unit. The prefabricated modular unit shall be formed using panelized components. Other related services such as site work and site utilities, permitting, testing, and inspection during installation shall be provided by the Contractor. The telecommunication and security equipment will be provided by the Government in consultation with the Contractor. The associated NAICS code for this project is 332311, Prefabricated Metal Buildings and Components Manufacturing, with a Small Business Size Standard of 750 employees. This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. In response to this sources sought, please provide: 1. Name of the firm point of contact, phone number, email address, DUNS number, CAGE code. 2. Identification and verification of your company’s SBA certified business status (i.e., Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business) under the appropriate NAICS code. 3. A narrative regarding a thorough review of the scope of work identified above and any questions/concerns that need to be addressed/discussed or suggestions to improve the scope of work to meet the agency’s overall needs. 4. A narrative on firms’ experience (whether as a prime contractor or subcontractor) in providing a similar SCIF as identified above in sufficient detail in the previous three (3) years with similar requirements. Include project title, location or agency, start/end date, size (square footage), scope of work, dollar value, complexity, pertinent certifications, point of contact, etc. that will facilitate making a capability determination. Also, please include any information on consulting services provided by the Contractor. 5. Rough Order of Magnitude (ROM) for a 1,000 square foot panelized modular unit only based on the EPA scope of work, which will include meeting the STC-50 sound attenuation and TEMPEST requirements. All interested and capable offerors with the knowledge, skills, interest, and capability to perform the scope of work described above are encouraged to reply to this sources sought.
