THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e. Request for Proposal, Request
for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will
contract for the supplies contained in the RFI. This RFI is part of a Government market research effort to
determine the scope of industry capabilities and interest and will be treated as information only. In accordance
with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a
binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for
information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not
be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal
Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that
Solicitation announcement separately from any response to this announcement. This RFI does not restrict the
Government's acquisition approach on a future Solicitation. Respondents to this RFI are to describe their interest and ability to provide a commercial dictation software solution that allows medical professionals the ability to input voice dictation via landline telephones, mobile telephones, (e.g. cell phones, Smart phones, etc.) and personal computers (PC).

The required solution shall have back end speech recognition (BESR) and have the ability to have the review and editing of BESR generated notes completed by a transcriptionist.


The required software shall have the following salient characteristics:
a. Windows 10 Compatibility
b. Secure Remote connection across all military treatment facilities (MTFs) both within the Continental United
States (CONUS) and outside of the continental United States (OCONUS)
c. Electronic review and editing of transcribed documentation
d. Electronic Signature Capability with the DoD Common Access Card
e. Dictation and transcription management and reporting tools that allow for detailed analysis of electronically
signed documents.
f. Rapid dictation and transcription turnaround times
g. Audit trail capabilities to record changes to the dictated and transcribed notes
h. An electronic document upload interface with the capability to interface with DHA's inpatient Electronic Health
Record (EHR) Commercial off the Shelf (COTS) product Essentris.
i. A dictation and transcription software platform with the capability to receive an electronic Admissions, Discharge
and Transfer (ADT) demographic data feed from the Composite Health Care System (CHCS).
j. An approved DHA Authority to Operate (ATO) thru the Risk Management Framework (RMF) process.
k. An established Business-to-Business (B2B) connection from the Defense Information Systems Agency (DISA)
l. Compliance with all DHA local security requirements.
m. Allows a variety of commercial dictation input devices to function with the bundled dictation and transcription
solution
n. Capability for individual site data segregation within a centralized hosted environment
o. A solution infrastructure that allows and unlimited number of sites to be added without additional hardware
purchases after the initial purchase.
p. A solution infrastructure that allows for resource sharing of transcriptionists in a regionalized manner.
q. A DoD managed or certified Personal Health Information (PHI) database which allows for granular access to the
data to ensure only authorized clinical personnel have viewing capabilities.
r. Ability for single transcription interface with Cerner's GENESIS EHR platform once fully deployed across the
MHS estimated to be completed by FY 2026.
RESPONSES:
1. Responses are to contain (1) company name, (2) CAGE code, (3) business size pursuant to NAICS code
511210, (4) mailing address, (5) primary point of contact information (to include telephone number and email
address), (6) Salient Characteristics of Software Solution, the information shall be sufficient enough to allow for
the Government to make a determination of the software's ability to meet the requirements identified above.
2. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and
should be limited to a maximum of ten (10) pages.
Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the
greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted
responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.
All interested vendors should respond in accordance with the above information.
