The Department of Health and Human Services, Program Support Center, Strategic Acquisition Service, Division of Acquisition Management on behalf of the Biomedical Advanced Research and Developmental Authority (BRADA) intends to negotiate on a sole source basis to L-3 Communications Corporation, 1 Federal Street, Camden NJ 08103 to acquire Ten (10) Secure Terminal Equipment (STE) (NSN: 5810-01-459-6441). The Office/STE is the U.S. Government's only current encrypted telephone communications system for wired or "landline" communications and is the current U.S. Government's standard for dial-up Type 1 secure multi-media communication to effectively and reliably communicate securely with other government agencies, including Department of Defense (DoD). BRADA request to acquire the STE as secure information must be shared to maximize opportunities for success in the development of medical countermeasures for the highest priority threats facing our nation. L-3 Communications Corporation is presently the sole source for the procurement of the subject equipment and there are no other vendors. Requirement: Office/STE Size: 10”W x 9.5’Dx5.25”H (with wedge), weight 7 lbs. ISDN (2B+D) and PSTN, Electronic Rekey, SCIP Signaling, Remote Control Operation, STU-III Compatible, Telephone Features PCMCIA Cryptography, VoIP Upgradeable Fast Secure Call Set-Up. Unique features: STU-111 backward compatibility, upgrade via software download, upgrade via two expansion type III PCMCIA slots, desktop or wall mountable, remote control via AT Command Set, AutoAnswer/Unattended Operation, secure hold and casual conferencing, non-secure feature set, terminal unclassified (not CCI) without crypto card, upgradeable to VoIP with Retro Kit, Warranty: 36 months standard. This simplified acquisition is for services for which the Government intends to negotiate with only one source.
