This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals. The Department of Commerce/NOAA/NOAA Fisheries, Office of Management & Budget, has a requirement for contractor support to identify, quantify, analyze and report upon the benthic invertebrate macrofauna encountered during Remotely Operated Vehicle (ROV) dives along the outer continental shelf between depths of 60 and 300m. The Office of Management & Budget intends to issue a sole source, firm-fixed price award to Harbor Branch Oceanographic Institute / Florida Atlantic University, in Florida for a base year period of performance. The award will be made using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1).

The associated North American Industry Classification System (NAICS) Code is 541690 and the business size standard is $16.5M. This is a simplified acquisition with an estimated value of less than $250,000 total.

The Government intends to negotiate a firm fixed price contract.  This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.  Submissions are due no later than May17, 2021 at 4:00 pm Eatern  Standard Time.  Oral communications are not acceptable in response to this notice.  Responses may be emailed to [email protected].  Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This procurement will be prepared in accordance with FAR Part 13, using Simplified Acquisition Procedures.  It is the Government's belief that only Harbor Branch Oceanographic Institute / Florida Atlantic University can provide the requirement stated above.
