DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOUGHT REQUEST FOR SENATE HAIR CARE FACILITY SALON OPERATOR.
The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for operating salon services for the Hair Care Facility for the United States Senate (Senate), Office of the Sergeant at Arms (SAA). The SAA is currently conducting market research to determine the existence of viable individuals or organizations capable of providing the necessary services in support of serving the hair care salon requests of U.S. Senators, Capitol Hill staffers and the general public.
The requirement is for a contractor to operate salon services in the Hair Care Facility by providing an array of personal care services. Under this contract with the SAA, the contractor will be responsible for the operation of the Salon area of the Hair Care Facility located at B-70 Russell Senate Office Building in Washington, D.C. 20510, including staffing all positions to perform the services. The contractor must be a licensed and qualified hairstylist having five to eight years of experience with the ability to also provide a full range of modern hair styling services. The contractor must possess an active Barber or Cosmetology license, in good standing, issued by the District of Columbia, Maryland or Virginia. The SAA would remain responsible for the other areas of the Hair Care Facility operations.
All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice (SSN) is not a request for proposal and in no way obligates the Senate to an award of a contract. This sources sought synopsis contains the currently available information. This information is subject to change at any time. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate.
Experience in the following areas necessary for the SAA to deem a contractor qualified for contract consideration include, but are not limited to:
Five to eight years of experience in management of a retail hair care salon operation to include, but not limited to, cash accounting, supervising daily operation of the salon and staff, implementation of all policies, procedures and health regulations, and assuring a high quality of service throughout the Salon.
Experience in interviewing and hiring staff in numbers determined by the contractor to provide sufficient services.
Licensed and Qualified Hairstylists/Operators: To provide a full range of hair styling services for all textures of hair to include, but not limited to; Blowouts, Shampoo, Cut, Color, Foil and Highlights, Bobs, Inverted Bobs, Layering Long Hair, Texturing, Setting Rollers, and Up Do's with an active Barber or Cosmetology license, in good standing, issued by the District of Columbia, Maryland, or Virginia.
REQUIREMENTS: The Senate is seeking potential contractors who can meet its needs using best commercial practices. In responding to this SSN, state your qualifications to perform each of the mandatory requirements listed above. Your response to each requirement must include paragraph numbering identifiable to requirements listed above.

The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Market Survey - Sources Sought by submitting an information package in accordance with the instructions provided. Potential contractors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the first quarter of Fiscal Year 2016 (October - December 2015). Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request.

The subject line of the email message shall be: SSN 2016-S-015 entitled, Senate Hair Care Salon Operator. No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party.
