The Senior Governance Advisor will provide professional, expert leadership, and experienced management of ongoing USAID DRG activities and programs and in the development of a new strategic vision leading to the development, design and implementation of new and future programs that: promote more transparent and accountable utilization of resources; enhance Government of Haiti (GoH) capacity to implement and deliver public services; increase citizens' engagement with government on the quality of public services; improve GoH led donor coordination; and align USG investments with GoH strategic plans.

The Senior Governance Advisor will support the DRG Office to: promote strengthening financial and human resource capacity of national and local government institutions to provide public services; support communities to advocate for improved services and monitor the availability and quality of such services, address transparency and accountability of government entities in carrying out their respective mandates, and foster anti-corruption efforts and advocacy. This position requires someone with extensive knowledge of and experience in the areas of public sector financial management, human resource development, local government strengthening, public service delivery, citizen participation and advocacy, anti-corruption initiatives and like subjects that contribute to governments ability to fulfill their respective mandates in an accountable and transparent manner. To achieve improvements in Haitian governance, the Senior Advisor will need a broad range of management, negotiation and, especially, leadership skills and sound judgement in all of the foregoing programmatic areas, with an emphasis on day-to-day contract and grant management, supervision of technical staff and engagement with senior GoH, donor and USAID officials to achieve progress in governance in Haiti.
