The United States Government, represented by the U.S. Agency for International Development (USAID)/Kenya and East Africa Mission is seeking applications from qualified persons to provide personal services under contract as described in this solicitation. 

This position will serve as a senior development and financial advisor to the USAID/KEA Mission Director on all aspects of Government to Government and intergovernmental programming. He/she will serve as an expert to advise both the Mission and its partners on implementing government to government agreements (or, in the case of Regional Intergovernmental Organizations (RIGOs), intergovernmental organization agreements). The incumbent will work with a wide range of United States Agency for International Development and United States Government (USG) stakeholders, senior politicians and civil service appointees within the highest levels of the Government of Kenya (GoK), Government of Somalia, and Secretary Generals and their constituent members (Ministerial Level) of Regional Intergovernmental Organizations which represent member Host Government states throughout the East Africa region.
