THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD 21702, in support of the Center for Military Infectious Diseases Research (CIDR), Biologics Research and Development (BRD) at  Walter Reed Army Institute of Research (WRAIR), intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ), to Themo Fisher Scientific subsidiary   Remel, Inc. , 12706 Santa Fe Trail Drive, Lenexa, KA 62215, in accordance with FAR 13.501(a)(1)(i), as the only responsible source capable of providing proprietary standard and customized reagents, consumables and supplies compatible with the existing Thermo Fisher Scientific Sensititre ARIS HiQ System.  Provisions and clauses in effect through Federal Acquisition Circular 2023-06 are incorporated.

The intended acquisition will be classified under North American Industry Classification System (NAICS) 325413, In-Vitro Diagnostics Substance Manufacturing, with a size code of 1,250 employees.

This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) to Sole Source is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Remel, Inc. a Thermo Fischer Scientific owned company.
