•9)    The Contractor shall provide and continue to provide all information and any updates as to the testing capability and must include at a minimum - compounds detected, applicable detection levels in comparison to established tolerances, selectivity data, all quality assurance acceptability information, certificates of analysis if applicable, shelf life of test, and storage requirements (refrigeration or freezing). 

The Government intends to award an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with firm-fixed-price task orders with one source under the statutory authority of 41 U.S.C. 253 (c ) (1) and FAR 6.302.1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements.  The proposed source is the only known source available to provide these products.   

This notice of intent is not a request for quotations or a solicitation of offers.  All interested persons may identify their interest and capability to respond to the requirement in writing to the attention of Madonna Montgomery.  Responses to the notice must be submitted within seven (7) calendar days of the electronic posting.  Oral communications in response to this notice are not acceptable and will not be considered.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.  The Government will not be responsible for any cost incurred in preparation of information received.  A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 

If after 1:00 p.m., EST, June 23, 2014, if no viable responses have been received in response to this announcement, USDA/FSIS shall negotiate solely with Thermo Fisher Scientific.
