INTENT TO AWARD A SOLE SOURCE ACQUISITION
The Internal Revenue Service (IRS) intends to award a sole source purchase order to Forum Systems, Inc., for Forum Sentry XML Gateway software and hardware maintenance. The authority permitting a sole source acquisition is FAR 6.302-1, "Only One Responsible Source and no other supplies or services will satisfy agency requirement". The period of performance for this software is 10/01/2018 - 09/30/2019.
XML Gateway is proprietary software, therefore the hardware and the software maintenance are only provided by this vendor, Forum Systems, Inc. Because of the unique capabilities/features of this software, the end users The Internal Revenue Service, RS-PCC (Remittance Strategy for Paper Check Conversion), IPS (Integrated Procurement System) and MEF (Managed Extensibility Framework, has determined that XML Gateway allows the The RS-PCC project uses Forum XGWs to convert paper checks to electronic format for deposit at the point-of-receipt. RS-PCC is currently in 5 campus locations and 401 Tax Assistance Centers nationwide. RS-PCC communicates with the Financial Management Service (FMS) via a Forum XML Gateway.
Technical Requirements
(a) Ensure that all equipment is maintained at a level of performance that is consistent with industry best practices;
(b) Ensure uninterrupted maintenance support for all equipment;
(c) Ensure that all modifications, repairs and testing of IRS equipment is completed with minimal operational disruptions and delays.
(d) Ensure equipment is up and running 24x7.
This product has features and capabilities not found in the competition and this vendor is the only source for acquiring license for this product.
No solicitation package will be issued on FedBizOpps. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than September 27, 2018, 10AM EST. Responses shall be submitted to [email protected]. Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No.;
3. POC name and contact information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and,
5. A description of that product(s) and its overall capabilities.
It is your responsibility to demonstrate how your ability to provide XML Gateway Software. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
