The National Cancer Institute (NCI), Center for Cancer Research (CCR), Vaccine Branch plans to procure a
service and maintenance contract for a Becton Dickinson FACSymphony A3 flow cytometer on a sole source basis from BD Biosciences, 2350 Qume Dr, San Jose, CA 95131. This equipment is used to analyze experimental and clinical samples. Contractor shall provide all labor, material and equipment required to maintain and provide preventive maintenance for a government-owned Becton Dickinson FACSymphony A3 flow cytometer Serial Number H66093700003, HTS s/n U64770160853, with the following lasers: Coherent Sapphire 488-200 Blue laser, Coherent Sapphire 532-200 Green laser, G4 355-60 UV on March 1, 2019 through February 29, 2020. All maintenance service shall be performed on-site in accordance with the manufacturer's standard commercial maintenance practices.
BD Biosciences is the only manufacturer of the FACSymphony A3 flow cytometer. There are currently six BD service engineers assigned to the NIH campus. They will respond to a service call within 24 hours and provide service to the instrument and all accessories. No other repair service has access to the proprietary parts that BD uses on its instruments, or the ability to respond to a service call within 24 hours.
This acquisition will be processed under FAR Part 12 - Acquisition for Commercial items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial items. The North American Industry Classification System code is 541990 and the business size standard is $15,000,000.
Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with four option periods.
It has been determined there are no opportunities to acquire green products or services for this procurement.
This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on January 4, 2019. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
