This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation SLJH815-00251 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The 2012 NAICS code applicable to this acquisition is 334516. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard.
The USDA, ARS, National Laboratory for Agriculture and the Environment (NLAE) in Ames, IA has a requirement for a 12-month Assurance Service Maintenance Agreement for an AB Sciex Qtrap 5500 Configured System with Quaternary Pump. This service maintenance agreement will be procured as a commercial service in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The required Assurance service maintenance agreement must include 2 preventative maintenance visits for the system per contract year, guaranteed 2 business day on-site response for remedial repairs, parts, labor and travel for remedial repairs, hardware and application telephone support, access to StatusScope, periodical email containing software, application and service bulletins and discount on fixed price services not considered remedial repairs. The period of performance for the service maintenance agreement commences on September 16, 2015 and concludes September 15, 2016. The required service maintenance agreement must be performed by an OEM Certified Maintenance Service Provider. All responsible sources with the capability to provide OEM Certified Maintenance Service for the AB Sciex Qtrap 5500 configured System with Quaternary Pump may submit a proposal and accompanying verifying documentation authorizing OEM certified provider status. Any resulting award from this solicitation will be a fixed price contract. Award will be based on technical acceptability, best value and ability to perform OEM Certified Maintenance on the AB Sciex Qtrap 5500 system. Responsible offerors must be able to provide service for a period of coverage 9/16/15 thru 9/15/16.
