The National Institute of Standards and Technology (NIST) intends to procure, using simplified acquisition procedures, a sole source basis and under the authority of FAR 6.301-1(a)(2), Michael Moore Consulting, Clarksburg, MD. 20871-8527. This procurement is for Michael Moore Consulting, to provide assistance to NIST’s Standards Services Division (SSD) in its effort to comply with the National Technology Transfer and Advancement Act (NTTAA) and the Office of Management and Budget (OMB) Circular A-119. Michael Moore Consulting has the proprietary knowledge and capability to provide assistance to NIST’s Standards Services Division (SSD) through thirty (30) years of experience at using standards in the Federal Regulatory Environment. Michael Moore Consulting has over five (5) years of experience supporting the Interagency Committee on Standards Policy. Theyhave acquired detailed knowledge with the process of compiling data and draftingannual reports. Michael Moore Consulting developed NIST’s database of Standards Incorporated By Reference (IBR). A solicitation package will not be issued. This notice of intent is not a request for competitive quotations; however, the government will consider other responses received by July 25, 2008. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
