The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (OSM/C) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to award a sole source contract to Buffalo Investments, Liberia Inc.

The Contractor will be hosting BBG/VOA 24/7 Radio Station in Monrovia, Liberia. Buffalo Investments Liberia Inc., owns the frequency 94.1 FM and has been broadcasting the English Program VOA Stream for the past four-years. The people of greater Monrovia have come to know where on the radio dial they can find VOA news and information as well as music and sports shows. The frequency first launched VOA programs in November 2014 with the focus on news and information related to Ebola. The station provided public service announcements about Ebola prepared by VOA Africa using accurate medical information provided by the U.S. Centers for Disease Control, UNICEF, and other agencies involved in combatting the Ebola disease outbreak. The audience in Monrovia has come to rely on VOA programming and being found on 94.1.

Currently, Buffalo Investments handles the hosting of BBG equipment inclusive of the cost of site rental, equipment operation and maintenance, electricity, diesel cost and all other cost or expenses arising from contractor's obligations.

The Government intends to issue a firm-fixed price purchase order for $60,000.00 for this requirement.

Buffalo Investments, Liberia Inc., shall be responsible to provide service for hosting of VOA 24/7 Radio Station in Monrovia, Liberia. Buffalo Investments will handle the hosting of BBG equipment inclusive of the cost of site rental, equipment operation and maintenance, electricity, diesel cost and all other cost or expenses arising from contractor's obligations.

This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above services.
