The purpose of this Request for Proposal (RFP) is to provide interested parties with information to enable them to prepare and submit a proposal for Sex Offender Treatment (SOT) services to include assessment and treatment, based on assessed needs. The program will serve individuals who reside at a Division of Adult Institutions (DAI) facility and are under the supervision of the Wisconsin Department of Corrections (DOC), Division of Community Corrections (DCC), who are referred to SOT as an Alternative to Revocation (ATR). This program is currently administered within the DOC, at Sturtevant Transitional Facility (STF) a DAI facility. DOC reserves the right to relocate these services to another facility or add services at additional facilities under the terms of this contract. ATR programs offer treatment specifically targeted to address the behavior that led to a violation of the rules of supervision while the offender was on probation or parole. This treatment is not designed to be a comprehensive Sex Offender Treatment Program; rather a targeted intervention to address the risk factors which led to the violations. Upon discharge from the program, the provider will make recommendations for future treatment, if neededt. This contract will include all of the following services: ⢠Complete a Sex Offender Treatment Evaluation for individuals who have not previously received such an assessment and who are referred to the program, to determine the dynamic risk factor to be targeted as part of the ATR ⢠Review Sex Offender Treatment Evaluations completed by community providers and identify the dynamic risk factors to be targeted as part of the ATR ⢠Assure timely and quality submission of documentation ⢠Communicate with the agent of record (AOR) about discharge recommendations. ⢠Provide short-term evidence-based interventions addressing dynamic risk factors associated with sex offending ⢠Manage treatment related materials Participants will be referred for treatment by the AOR.
