Wisconsin Department of Children & Families is conducting a RFP for the administration of Migrant Child Care services in the State of Wisconsin. Migrant Farmworker/Worker is defined in Wis. Stat. 103.90(5) as any person who temporarily leaves a principal place of residence outside of this state and comes to this state for not more than 10 months in a year to accept seasonal employment in the planting, cultivating, raising, harvesting, handling, drying, packing, packaging, processing, freezing, grading or storing of any agricultural or horticultural commodity in its unmanufactured state. The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this Request for Proposal (RFP) to award a contract for Migrant Child Care (MCC) services to be provided to Migrant families temporarily residing in Wisconsin to participate in seasonal employment. DCF aims to ensure that quality childcare is available to children of migrant farmworker families during Wisconsin’s migrant season. The target population is migrant families with children birth through 12 years of age, and up to age 19 for children with special needs. Childcare is defined as regulated childcare provided by either the awarded contractor or a 3rd party regulated childcare provider participating in the YoungStar program with a rating of 2 or higher.
