This is a solicitation notice for a non-personal commercial service.  This procurement is a 100% set aside for service disabled veteran owned small businesses with relevant experience in shoreline restoration projects. The solicitation document will incorporate provisions and clauses which are in effect through the Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement as well as any local clauses or provisions as appropriate. Basis of the award will be made on lowest price technically acceptable. The contracting officer will consider the following four factors in determining proposals to be technically acceptable: 1.) Evidence of successful Joint Permit Applications the firm has prepared and had approved, 2.) Statement of Qualifications such as any past performance information, if available, or references, 3.) List of "living shoreline" projects accomplished in the last 60 months, 4.) Status of licenses - contracting, professional, business and legal or regulatory penalties incurred in the past 36 months. The NAICS Code for this project is 541330 with a size standard of $4.5 million dollars. The contractor shall provide all parts, labor, equipment, and materials, and perform all operations to: Secure regulatory permitting and construct living shoreline at Langley AFB shoreline adjacent to building 90. All interested parties must be registered with the Central Contracting Registration (CCR) as prescribed in DFAR 252.204-7004. Additionally, the successful offeror will be required to submit invoices using Wide Area Work Flow-Receipt and Acceptance (WAWF-RA). A pre-proposal site visit will be required. Once contractors have received the full solicitation package, submit offers in accordance with the proposal preparation and submission instructions within the solicitation.
